As far as my research concern.....Montreal is the worst US consulate for visa processing, look it up some of the comments in their facebook site. Yes....AOS is much better than going through Montreal consulate.

But yet you cannot intend to AOS.

That's not a good sign, I asked for a different consulate in western Canada but NVC said Montreal is the only consulate for CP in Canada.

It is the only consulate in Canada that processes immigrant visas.

As a note of course immediate relative family visas are given priority.  There is no visa cap on those, while there is on other visa categories.  So if the quota for the year is met, then you have to wait.  It sucks for planning your life, but remembering that immigration is a privilege may help?

The visa quotas are only relevant for determining the priority dates. If a visa number is not available for someone, their priority date would not even be current. For this discussion, it is assumed that everyone that is waiting for an interview with CC has their priority dates current.

Now within the pool of candidates for whom a visa number is available, yes, it does appear that family based are prioritized over employment based ones. In fact, out of about 1.1 Million green cards given out each year, only about 50K (less than 5%) are primary candidates in EB categories. This means the immigration system places heavy value on family based immigration for humanitarian reasons over EB folks. While this may seem unfair to an EB candidate, I am sure once the EB folks themselves get their green cards, they will agree with the current system.

Not sure if you've noticed but current members have had their interviews and been denied due to retrogression and have been put back into line for interviews again.

While this doesnt jive with current standard for priority dates, i cant think of another reason.

Incredible! so they can invite you for an interview and you get denied because of retrogression of priority dates and be put back in the line? how long does this one take? it is terrible. Is it pretty common and happens to everyone in Montreal?

I dont think so.  It happened to at least one member though.  Not sure where their post went? Perhaps the Canada forum.

Today is the 130th days after receiving the confirmation letter from NVC!!!!

From one of your previous posts, looks like your CC is August 6th, which would mean you are well below 130 at this point? If that is the case, going by what other EB folks have reported, you will probably receive confirmation of interview 5 months after CC (in Jan) for an interview the following month, which would be February. Let's see if these dates hold, as they will provide some type of guideline to other EB folks.

Case Complete date Oct 18, 2018, waiting for EB-2 immigrant visa interview at Montreal consulate. My priority date is current. The CC letter says "Most appointments are set within three months of NVC’s receipt of all requested documentation" not sure if Montreal consulate has a bigger backlog resulting in a longer wait time for some reason (per other posts in this forum - upto 5 months). I'll post in this group whenever I receive a visa appointment and how it went. The CC letter came in pretty quick (within 16 days) after I submitted DS-260.

Dear Sir/Madam,

The National Visa Center (NVC) received all the requested documentation for this immigrant visa case.  The applicant is now in the queue awaiting an interview appointment overseas, where a consular officer will adjudicate the applicant’s visa application. NVC schedules appointments one month in advance.  The U.S. Embassy tells us what dates they are holding interviews, and NVC fills these appointments as they become documentarily qualified. Most appointments are set within three months of NVC’s receipt of all requested documentation.  However, before applicants in a numerically limited (preference) visa category can receive an appointment, their priority date must also be current.  This can delay receipt of an appointment.  You can track your priority date using the Visa Bulletin on travel.state.govWhen an appointment is available, we will notify the applicant, petitioner and attorney (if applicable).  The applicant can prepare now by reading about the embassy’s interview requirements online at nvc.state.gov/interview. Thank you for your patience.

The embassy may require additional documents at the interview.  For example, if the following three items are all true, the applicant must bring a new police certificate to the visa interview:

·         He or she is more than 16 years old;

·         The police certificate submitted to NVC was obtained more than one year ago; and

·         He or she still lives in the country that issued the certificate.
