I'm not sure, so I don't want to give you wrong information. I would think you don't need it since it was less than 12 months...but maybe someone who was in that same situation can give you a better answer.

No you dont need one for both reasons.

A) you weren't there long enough

B) they're unavailable to those out of the country.
