Hello - 

I am working on the documents required by the NVC for my father's application. His passport and marriage certificate, as well as my birth certificate are in Ukrainian and his last name is spelled and transliterated a certain way into English. However, his military record service card is still from the USSR and has his name there is spelled in Russian and will be transliterated differently into English - (Polevoi Sergei vs Polovyi Sergii). (It is due to laws of translation/transliteration between Russian and other languages after the collapse of the USSR. )  Do I need to submit an explanation? I have seen somewhere on here an Affidavit of One and the same person?

After Russia changed transliteration rules in 2011 or 2012 I ended up with my first name spelled differently between my Russian passport and my green card. Never had an issue. I guess NVC might be more strict, but I thought I'd share anyway.

Thank you for sharing. On one hand, I feel it would be obvious. On the other hand, six years of working with the USCIS have taught me to overprepare...

Generally they understand that transliterations from other alphabets can differ and it’s not a problem. When you reach ds260 stage there is a section for other names used, you can add the previous “English” version into that.
