More specifically, who is a qualifying relative depends on the inadmissibility that needs to be waived. The I-601 instructions lists this for each inadmissibility. Usually it's a USC or LPR spouse or parent, or petitioner of an I-129F for the beneficiary's K-class visa.

True. Finding a qualified relative is the hard part (since they could petition them directly with a far shorter wait).

Well..that and making a good hardship case. That's not easy, but certainly easier.

The qualifying relative does not have to be the petitioner.

Your LPR mother is a qualified waiver filer.  She still has to show a hardship to her in order for your sister to qualify for the waiver.   Having a qualified who can file and getting the waiver based on a hardship are two different things.
