How do you know this is even legit. I can't imagine getting an approval notice on a card with banking info? I could be wrong.

I'm confused about your actual question.  What IS your question.  Follow the instructions to set a pickup location for your visa.

Have you seen this page yet? http://www.ustraveldocs.com/np/np-niv-passporttrack.asp

The account should already exist, it's the one used when she applied for the DS160, try retrieving the password for that one.

It's similar to the Romanian way of returning passports, except ours uses a courier, but if you don't have a national courier maybe they use a bank because it has more pickup locations? Just guessing here haha

I am also wondering how long will it take after you are approved to when you can pick up you passport/visa to travel back to the us with your partner.  Did you go to the interview? Did they not give any more information other than the card? You cant ask anymore questions about it after you got the card before you leave the Embassy?

Please note the forum you're posting in.  OP's spouse would never have completed a DS-160.

This looks fake.   A U.S. government entity is unlikely to direct you to a .com website.

ustraveldocs.com is a private website that is not affiliated with the U.S. government.  Did you wife use a private service to help her apply for the visa? That card is definitely not something that came from the U.S. government.

ustraveldocs.com is the source used for information on various aspects of the visa process. That website is legitimate for visa purposes.

It's run by the same company (CGI Federal Inc.) that handles the administrative processes of the visa application (i.e. https://cgifederal.secure.force.com/?language=English&country=Philippines).
