I just got back from Chattanooga TN.  Every place I went had a sign, bathroom for paying customers only.

 

 

   Well Starbucks is not really a restaurant but most comparable places, (ie. any fast food place) is not going to ask if you are a customer or not if you use the restroom. I always go to the restroom first at most of these places just to wash my hands. So technically I'm not a customer. Never been asked if I have bought or intend to buy something. 

 

  The other thing you seem to be overlooking is they do have a policy to report suspicious/illegal behavior. If drug users are in the restroom 24/7 they really should follow company policy and report the activity that is occurring.

Several Boston businesses say they have no plans to follow Starbucks’ example by opening their bathrooms to everyone because they want to keep out drug addicts and the homeless.

“Sometimes people come here and they don’t want to buy anything; they want to use the bathrooms to shoot up,” said Jose Gutirrez, who manages Mooyah, a fast-food restaurant opposite Boston Common.

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”

Pretty good example of manufactured outrage.

Common sense would tell you that there is a difference between residential and commercial real estate. 

 

When I used to work for a cheesesteak joint.. yes, we used to let random people use our bathroom.

Pretty sure if you need to go then those subtleties may go by the wayside.

 

Ao you do acknowledge they are commercial. Not sure you know what that means.

Went into a local café a few days ago (there's no public restroom in town.. and when you got to go...) I asked politely if they would mind if I could use their bathroom. The owner had no issues with it. Nor has any fast food place I've ran into in an emergency cared about bathroom use. Needing a toilet is a basic human function... I think it's quite silly to tell someone no.

 Back in the city, if the mailman or trashman had to go, they were welcome to come use our bathroom. Sometimes mom would offer them drinks too on a very hot day. I still remember the day when a druggie totaled our car at a stop light. A complete stranger welcomed us into her home, let us use her bathroom and phone, and brought us drinks while waiting for the police and tow truck. There are some situations where it pays to be nice.

I didn't see any outrage.  I did  (and do) do question the business sense of letting non-paying customers fill up the seats and bathrooms of a business.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

OP seems pretty concerned about a private restaurant choosing to make thier bathrooms inclusive.
