DS-260 - controlled substances

Can someone explain what this exactly means in the DS-260 form?

I have searched the forums but could not find any answers related to this question.
 
I have smoked weed in the past, so I guess I should be answering 'Yes' to the question. It seems (from the posts I read) that people admit at the medical.
 
What does this question exactly mean? I have never been convicted, arrested or fined and never planned to violate any laws, but smoking weed is illegal/decriminalized here so I guess that would be 'violation'?
 
What should I answer? Yes? or No and then admit Yes and explain at medical?
 
Would I get an outright ban for life? Or one year ban? I can take a drug test if needed as this was in the past and probably doesn't show any longer. I read if you admit, you are banned for life. Is this so? What should I do?

Based on what you posted, the answer is "Yes".  Honesty is always the best route when dealing with Immigration.  Answering "yes" does not automatically give you a ban.  You can explain it at the medical....if asked.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

My personal reading of that question (in its context on the relevant ds260 page as opposed to simply the extract above) is that it relates to selling rather than using controlling substances.  The medical info page has a question about whether applicant is or has been a drug abuser or addict.

As I recall we were asked by the doctor in our medical whether we had ever at any stage taken any illegal drugs.
