J1 + Work Auth B1 (Need some help)

Im came into USA with j1 visa in 2016, the visa and program was for full 1 year so its expired feb 2017. In january 2017 im applied for work auth as a server and nanny  of us citizen. In tital they approved me and they gave me C172 category (dont know why cause im not under b1). And now, in 2018 im applied again to extend my work permit and they deny cause im not eligible, cause im j1 and not b1, even first uscis officer did aprove me.

So what i can do in this situation, there no chances for apeal and i need to leave country now?

And when the overstay will count, after my j1 program expired or when my work auth expired (even i never was under b1 visa)

A nanany can get work authrisation to accompany the family she is working for whilst they are temporarily visiting the US, that sort of sounds like your situation, is it?
