China-dependent visa for foreign spouse

Timeline

My husband and I are both interested in moving to Shanghai for few years.

 

I am a natural born Hong Kong permanent resident (HKSAR passport) and I have a "back to China permit" which gives me unlimited access to China. 

 

My husband has a Hong Kong permanent resident ID but since he is not a Chinese citizen, he's not eligible for a SAR passport or "Back to China permit"

 

I am wondering if anybody knows the feasibility of getting a Mainland dependent visa for the spouse of a Chinese citizen with Hong Kong permanent residency?

You didn't bother to say what passport he holds. Apply for a visa at your Chinese consulate where you currently reside.

 

Regardless. you would need to talk to your PSB in China about getting a residence permit for the spouse of a Chinese citizen.

he is a US citizen. I called the Shanghai's Entry and Exit Bureau and spoke to several staffs there and nobody knows what's the dependent visa policy for the spouse of a Hong Konger.

You will ultimately need an answer from them, regardless of what visa he gets from the Chinese consulate in the U.S., or what anyone else has gotten through their own PSB. They are the determining authority.
