Petitioner needs to go to the country of the beneficiary after the k-1 visa approval in usa?

You are required to meet face to face anywhere in the world (and be able to demonstrate you met) before you can submit a petition to the USCIS stateside.  The visa will be approved outside the USA (if you get that far)

YMMV

You also have to be able to prove, without a doubt, that you DID in fact meet. You cant just say you did.
