I am US Citizen who filled I-130 for my 3 siblings brothers sisters and received application acceptance letter. However, I know that priority date will not be 7 to 8 years from now. I have one permanent mail address in USA where I can receive all mails, however, I am changing my physical address multiple times in a year from one apt to another. So, keeping in view that I-130 priority date will not come before 7 , 8 years pending process. Do, I have to update USCIS every time, I change my physical address. I am petitioner and I am US citizen.

I read that change of address is for If you are not a U.S. citizen, then you don't need to file Form AR-11.

U.S.Citizens
U.S. citizens are not required to file a Form AR-11.

So, Should I wait 7 , 8 years until priority date becomes available for my beneficiaries siblings and they start asking additional documents or I-864.

Seven to eight years? Only if you filed about 6-10 years ago. It's likely closer to 15-25 years right now.

You need to file a Change Of Address (COA) via an AR-11 whenever you want to change the address USCIS has on file for your case. This way they can reach you if they send an RFE, approval notice, etc. It's also useful for cases where they assign biometrics or interviews so they assign the one closest to you (although this is not the case with I-130s).

If you will still reliably receive mail at the old address, then it shouldn't be necessary here.

for the USC portion of the question, see https://www.uscis.gov/addresschange:

U.S. Citizens

U.S. citizens are not required to file a Form AR-11 and can make a change of address on pending cases via our Online Change of Address page or by calling 1-800-375-5283. For TTY (deaf or hard of hearing) call: 1-800-767-1833. U.S. Citizens who do not have an application or petition pending with USCIS are only legally required to notify USCIS of a change of address if they have previously submitted a Form I-864 on behalf of someone who has become a permanent resident. If you have previously submitted a Form I-864 for someone who immigrated to the U.S., you must complete a Form I-865 within thirty days of the completion of your move.
