I am derived from category F4 and I want to know if I can qualify under this law my birthday: August 21, 1992 priority date: october 17, 2004 date of visa availability: may 7, 2018 approval date: February 17, 2010

Correct you do qualify for CSPA if the information you've provided is correct. Please tell us, where is your case now, have you finished with NVC? Is your case scheduled for interview? -- depending where your case is there are different actions you should take to ensure you get considered under CSPA.
