Well they have to be outside the US for an I-130.  He either has to go to an address in Mexico or you should be adjusting status.  Filing for I-130 while he's here but representing him as being out of the country is a fast track to a permanent ban.  People too often submit untruthful information at the beginning and lock themselves into a lie they can't get out of.  It sounds like you are starting out wrong.  His address should be where he lives.

Last means last.  It doesn't matter if it was 30 years ago.  Interpret the question literally and answer accurately.  Follow that concept ALWAYS.

 

For a present tense question, if he does not currently have an address outside the US, then the answer is NONE.  I would actually type "No foreign address"
