Hello, my father who is a permanent resident applied for my brother who was over 21 years old and illegally in the country at that time, My brother left the country before a visa was available for him, He was back in Mexico when He received the appointment letter, My brother went to interview in the American consulate in Ciudad Juarez, during the interview He was asked if He had been in USA illegally, He answered yes and was giving 10 year penalty, His 10 years is up, my question is what does he need to do? reapply and start from the beginning or would He be given a visa as soon as his paper work is processed?

I believe he needs to start from the scratch.

Start everything all over again. I think the current wait time for that type of visa is 7 years. So better get moving or find another way.
