I believe the notice date on your physical i-797C is what meant to be used as NOA1 date. It tends to match "new" site, like Dave pointed out. 

 

@DaveAndAnastasia Was following your timeline, huge congratulations on trouble free NOA2, hopefully things will go smoothly in Moscow or whichever embassy you will end up!

Friends, do not despair.  It appears the USCIS app isn't always updated.   How do I know this? See below:

 

NOA1: 2018.05.16

NOA2 2018.11 09

 

I received my NOA2 today in the mail (I-797 I hope this is it).  It says approved/forwarded to NVC.  My app still shows no updates.

 

I am so happy! Tears of joy 😁

I also received my NOA2 today (2018-11-19)

NOA2 has approved date if 2018-11-15 but no updates on the website, no email or text updates as well.

Congrats to you too!  I think it's weird that it took 10 days for the approval to arrive (my case) and no website update, email or text.... but who cares 😁

Hey quick question if anyone can help my fiancé made a mistake on his visa apilication last year and stated that he lived with a spouse which he had never been married before I received a RFE for it today say I need to send it documents from a civil authority saying that it was a mistake and he never been married ... anyone can help me what documents and what is a civil authority ??.... he lives in Jamaica

He needs to prove that he was never married. So, if it were me I would go to the court house where he lives and appear in person and ask how he should proceed. That's my opinion from my experience in the Philippines where they have a document (CENOMAR certificate of no marriage) that states whether they have been married or not and the current status. I'm sure others will chime in with their experiences or suggestions.
