My fiance and I are pursuing a k1 visa and have been approved by USCIS and then had to transfer embassies. The file has finally been sent to the embassy in Manila but CEAC still says Transfer in Progress, what can I do at this point? The transfer has been an absolute nightmare. Also should I do the ds160 at this point?

yes you call fill out ds-160 and then when your case is " ready " you can pay fee and schedule the interview
