I-130 approved but USCIS "still reviewing"

I filed I-130 for my husband in November 2017 and on April 16 I received an email saying that our case was approved. A few days later I received the NOA2 letter in the mail with our approval. But on April 30, I got an email saying USCIS is still reviewing my case. What does this mean? Could the email have been sent by mistake? Why aren't they sending my case to NVC now?

If i was u ...I would just call uscis and speak to Tier2 officer and find out exactly what is going on..

If that was me, I will put my trust on NOA2 than that email. BTW, USCIS will send your case to NVC after few weeks.

My account status on USCIS got updated today saying they've sent my case to the DOS. I think the email that said they were still reviewing must have been a mistake.
