Hello,

 

I do not know what category this topic should be. Ive been asked by a friend on what to do with her US Citizen son.

Her son was born in the Philippines, and he has expired US Passport when he was 5 years old.

The son also just acquired Philippine Passport just recently.

He is going to be 18 years old in Sept 2018. 
He went to consulate in Cebu to enquire about renewing his US Passport.

He was told that he must have a dual citizenship prior to renewing his US Passport.

 

The questions are:

1. Can he apply for dual citizenship in Cebu or does he have to be in Manila to apply for dual citizenship?

2. How much does it cost to apply for dual citizenship in Manila Philippines.

Who told him he must have dual citizenship before he renewed his passport???? Because the USA does not care about that at all only the Philippines cares about that dhay.

He already got US passport via CRBA in the first place and is supposed to renew every 5 years. Its been expired for a long time so I don't know how to tell you about that. I got my boys renewal here in the Philippines for US passport and just got them with Philippine passport few months ago before we prepare to move to the U.S. I assume the 18 years old son needs to go to the Bureau of Immigration apply dual citizenship and pay I think over 15,000 pesos or more. Does he has CRBA certificate?

Dual citizenship is for Philippine purposes not the US's. He has a expired US Passport so the CRBA process is not required na.

Yes, that is correct. My english grammar is not clear. CRBA process is not needed I know that but am just asking if he has CRBA certificate to show the proof because his US passport is expired. Never mind but thanks! :D

No you are fine and pasenya na for coming off as rude. But I think her friend was misinformed because the USA does not care about dual citizenship only the Philippines does. That is why when you Naturalize from the Philippines to a USC then you have to refile for Philippine citizenship again. So I would have her friend get in touch with the embassy in Manila to get further clarification about this.

he was told they can not renew his US Passport unless he has his dual certificate.

and what is your suggestion? Because they were told to take an oath taking before they can renew the US Passport.

That's what I am asking the Philippine personnel at the consulate told him this????? Because according to the embassy dual citizenship paper work is not needed at all. According to the links below from the USEM they do NOT stat anything about dual citizenship at all. @Hank or @Greenbaum do you have any suggestions because I am thinking that he just might need to take a trip up to Manila unfortunately because someone is giving him #######.

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

First off that make no sense that the boy would need dual citizenship to renew his U.S. passport ... that is not a requirement of USC to acquire another countries citizenship.

 

2nd ... the boy IS a dual citizen and he has a Philippine passport to prove it.

 

You need to find someone with "more brain power" at the consulate in Cebu .. and if necessary report the idiot at the consulate to the embassy for denying a USC a renewal of his passport.

 

Heck get me the guys name I'll report him
