Upgrade i130 for USC and aging out.

Hey guys. I filed for my wife last year. Priority date April 14 2017. The case was received and is still at USCIS local office,not approved. I became a citizen this month. I now need to upgrade and again file for my children individually with form i130. One of my son turned 21 in February 2018. The other two children are below 20 yrs which is straight forward. My question is how do I go about with my son who's aged out? Does he drop to family preference 1? How do I file for him and what's the wait. Thanks.
