As we know I-751 process is slow at California service center.
These days no application touched which sent after April first week. So if they didn't touch and person's Green card is expired, would they date on receipt(NOA) from GC expired to another year of extension or date when they open the file?

The NOA1 extends the green card 1 year beyond the green card's expiration.

If the process lasts longer than that you can get an I-551 stamp at your local office.

I mean to check at the initial itself. when we send I-751 package to USCIS they are not touching these days the applications from April 1st week so some people's  2-years green card getting expire before they open the package so no NOA1 or bio metrics date or anything since applied I-751, if GC expired before they open I-751 package, the date on NOA1 would be from 2 years gc expire to another one year or from the date they open the package ?

They open your I-751 as soon as they get it but it often takes a month to get NOA1 after its recieved.  The NOA1 extends the green card for 1 year from the green card's expiration date regardless of when the NOA1 is recieved or when the package opened, etc.

If you send the package soon enough the green card will not expire before receiving NOA1. If you wait until the last month, it's possible you won't have any physical proof of your legal status.
