Anyone can drop a kite. 

If you try to report it, and they don't feel there's enough to make an actual complaint report, they'll prepare an Intel report. That gets forwarded to the appropriate agency, or "bureau". A "kite" is then generated and assigned to an investigator. 

Now if ...moi....was the investigator....

I'd...

1- look for drug collars in that area, or go try to make some myself. 

2- get that collar "in the box". Try to turn him into a confidential informant, based on his history. (If the guy is super bad, then no). 

3- based on his info, manifest all the players involved. Then either get him to make more "controlled buys" or send a UC (under cover) in there. 

4- once probable cause is established, bring all the #### to a prosecutor, then to a judge. Get a search warrant, bust the door down.

Right, I think I've got that now. Seemed very civilized from my vantage point. And it has gone very quiet over there since. Here's hoping it lasts a while.

Where you are, in a small town, the local law enforcement agency (po po) may not have the resources to investigate. So, they'd reach out to the state troopers...

In this city that I'm in, they'd simply refer it to the narcotics division of the organized crime control bureau (OCCB). 

(Po po). (Narcs).

We are actually 15 minutes outside of a small town, effectively in the county.  It's a bit of the good old boy thing around here.

My bet is on the people who live closest. He is a Pentecostal preacher, all the women in his family go around in ankle-length dresses, and they are at church every day. Struck me as very upright.  He came over to introduce himself just after we got here (and to invite us to church...yah, nah). He did say there was a bad element in the area, the main culprit being the daughter of his senior preacher who had 'gone bad'.  He didn't say who they were specifically, or where they lived, just that her Father knew what she was up to, and warned the local preacher to mind his own business, and leave her be. Local preacher told us to do the same thing. And to lock our doors.

You just never know what goes on in those small towns. Even the big cities. But the big cities have more oversight. 

Hopefully they'll put an end to that set. And maybe get some sort of  "nuisance abatement" on that premise. That is, to lock it up for an indefinite amount of time, no occupancy whatsoever...

The only way to stop it is arrests and nuisance abatement. 

They won't close down just because they get spooked, not as long as they're making money. 

But the good news is, a rural set like that can't last long. It's not like a set in the projects where 1 crew gets taken down, another crew will pop up overnight on the same corner, or near it.

I think the main problem here is going to be that the house in question, where the daughter of the senior preacher lives, he owns.  And he does know what she is up to and doesn't seem to care.  I don't know if anyone was arrested, given the blacked out windows on all the vehicles.  I'll keep an eye on it.

 

And I would think they make money, and heaps of it. Pretty brass of them, I mean if a country road goes from no traffic at all save one or two cars and a school bus a day going by, to such a huge increase in traffic, they'd have to be dumb as dirt not to think people wouldn't notice.

 

I suppose, in the end, that sort always comes to a sticky end.

That's the beauty of nuisance abatement, it doesn't matter who owns the premise. It gets vacated for being a nuisance. It could be drugs, prostitution, drunks, overcrowding, parties, whatever.

But I wouldn't know if they have that in your jurisdiction. But definitely something to that tune in your state.

I'd say he has local connections Between here and town 2/3's of the letterboxes all have the same surname on them, his. And the local church is named after him as well. He owned a  lot of land around here at one time, including the bit our house is on.

Who knows what he's into (enterprise corruption). 

This goes on all over, it's rampant.
