Being told to go to consulate for document pre-processing..is this new?

Hello, 

 

My husband has his interview in Juarez (IR1) in late May 2018. We have been reading CDJ consulate reviews from this forum where some people are asked at the finger prints appointment location to go to the consulate in order to have their documents reviewed.

 

Can someone shed some light in this? Is this a new process, does it happen for all visa types, and everyone? If, this does not happen to everyone, how are they selecting those people to have their documents reviewed?  Will they tell us if a document is missing and how would this impact the interview?

 

Sorry for all the questions, but would really appreciate some insight.

I read that before, I dont know if is for all but the people talked about that said that was better because in interview the process was faster
