On February 22, 2018, I received this in an email:

On February 22, 2018, we updated your date of birth for your Form I130, PETITION FOR ALIEN RELATIVE

My wife and I married on March 25, 2017, in her country of Ghana. I was able to file our i-130 petition in October 2017, with a PD October 17, 2017. On February 22, they sent me a text and updated our status on the USCIS website that they updated our birth date. In the NOA1, they had given the wrong birthdate for my wife.  I am under the understanding that once they received our petition package in October that they conducted an initial review. I was rather hopeful that the initial review status in February was indicating we were close to a decision? Can anyone help me understand? Thank you for any and all help.

Initial review is the status once you have a case number, until they approve, deny or send a request for evidence.  They are simply telling you they got the corrected date of birth.  If you hadn't updated your date of birth, you would have received no email notice at all between receipt and result.
