Him not wanting to talk on the phone with you makes it likely he'll not want to talk to you in person, either.  Possible he may also call the police if/when you do show up for trespassing (regardless of how calm you may be in person), causing you further problems.

 

Pending i-130 makes the tourist visa harder to get, since it shows immigrant intent.

 

Also possible that your husband may have already taken steps to withdraw the i-130 without your knowledge (which isn't a reason for inadmissibility to the US by itself---but if the CO is aware of the withdrawal during the interview and you are saying you wish to visit your husband in the US on a tourist visa....might not end the way you hope)

If you have the receipt number you can call USCIS to check if the case has been approved. You can also call NVC to verify if the case is still “open”. That way you can be sure if he withdrew it or not. By this time I guess you no longer want to reunite with your hubby, just closure. Make him file a proper divorce?

It depends if you report him to his commanding officer. I'll leave it at that.
