did the petitioner fill in the section about the address of the American Consulate in your country?

if not, since immigration won't send the i130 to NVC, the petitioner will need to send the i824 requesting that immigration transfer the i130 t0 NVC for further processing

ok means we didn't do any mistake it's from their side .plus i824 takes time too and money as well .so we are not guilty in this process

Did the petitioner put that the beneficiary's current address is in the U.S.? That's the only thing I can think of. You can also have the petitioner write her congressperson saying that USCIS has made a mistake. They might transfer it to the NVC quicker?

what will be the best choice right now to solve this issue

What did you write for question 22 on your I-130?

As you have probably seen from my posts this happened to me also, we filed an I-824 at the beginning of Nov 2017 and we are still waiting for approval, It's going to be six months this Wednesday!
