Hey guys so i just wanna ask, i am the fiance from the philippines, my other half recieved the rfe and was asked to submit intent to marry and psaport size photo. 

 

 

So the question is: can i make the intent to marry scan the paper and send it to my fiance in the united states or they need to recieve the original letter here from the philippines?
