Yeah, be prepared to go there to marry and file CR1. Unfortunately getting a K1 approved in your conditions is extremely rare. You haven’t met the 2 yr meeting requirement and you have shown intent to marry outside the US. Like others have said even people who are deathly ill get denied because of the meeting requirement. The religious route is even harder to get approved.

And now you're saying you said you would marry her in the US.  Your answers are inconsistent. 

 

My husband and I are both religious Muslims but we were able to meet several times in his country in a halal way, not in private, before getting married.

Yes, we have never met each other in person. And I am not from Pakistan. I got to know her through family friend. I can't go to her house just because I want to. Her family won't allow. It's family thing and I respect that. But anyways I don't want to discuss that in here.

I understand religious things and all that but do you want to marry someone that you never met in person? Not even once? For any kind of visa K1 or spouse visa, you need to have met the person face to face.

You first said you were planning on doing the religious ceremony in your home country *after* she is approved the K1 visa (as others already noted, this is not viable with a K1).

 

Then you said you were planning on marrying in the US and doing the religious ceremony in the US.

Then you said you wrote to USCIS that you were planning on doing the religious ceremony/marriage in your home  country.

Now you say you wrote to USCIS that you were planning on doing the religious ceremony/marriage in the US.

 

Hopefully you were not as inconsistent in your written letter to USCIS as you have been in this thread, or I fear you may have confused them terribly.

Big problem here.  First you are not from Pakistan but want to marry from there to a women you have not met yet.  Second what if you find out when she is in the USA that she is not the type you want to marry, i.e., does not look the same as she did in pictures..and vice versa.. just saying.  Also, the embassy already knows that Islamically men and women are allowed to meet before committing to marriage and actually they should or must.  Some do without meeting if they know a person in a close or extended family already.

 

Also you said "I have gotten letter from a Religious Scholar and sealed by them."

 

What does the letter say, i.e., you cannot meet a girl before committing to marriage?  If this is the case, the embassy already know this is not how things work in Islam.
However, if this is tribal thing then you need a letter from a tribal authority that you cannot meet a girl before committing to marring with her.

 

In short and in all honesty, based on your input, your changes at the K-1 approval are slim to none.

The OP has always stated they are having a religious ceremony in his country, which is the USA.  His poor English is probably why it sounds more confusing than he is actually meaning.  

OP chances of getting around the meeting is so slim it may as well be nonexistent.  You need to go there to meet her.  Her family can be present the entire time and if they dont agree to this, well their daughter isn't moving to the USA.

Why do you keep changing the story? If you can't even give an honest response here, what hope is there that USCIS and the embassy get honest answers from you? 

 

First thing you need to do is read all of the instructions for the I-129F. You clearly didn't otherwise you would have known that a letter of intent, a passport photo and proof of your US citizenship are required. Yet you failed to provide all 3. 

 

Secondly, many couples from Pakistan go through this process and meet the requirement for meeting in person in the two years prior to filing. It's a very generous requirement. They give you two years, you only have to meet once and it can be chaperoned or in the company of others. I saw a successful petition discussed on here where they met for 2 hours in a MENA country and the girl's face was covered the entire time, they did not touch and her father and brothers were present throughout. That satisfied USCIS that they had met in person. I always find it strange that people claim there are religious reasons preventing them from being in the same building prior to marriage but these rules don't prevent them from living together in the US prior to marriage (or do they want us to believe they get married on the way from the airport before they set foot inside their home?).

But he said "doing the religious ceremony by going there". I am assuming "there" is Pakistan.

Considering Pakistan being a hub of terrorism, there are other things to consider.

 

Given that you haven't even met, it wouldn't surprise me they questioned the application on the basis of lack of vetting by the USC filing the application.

 

How do you know she's not a terrorist? Just because someone said so?

How do you know you two are compatible and this is not marriage/ visa fraud? Just because someone said so?

 

I'm not picking on you.. but the bottom line is you have not vetted your future life partner and the chances of visa/ character fraud are very high so they have a good reason to reject the visa.

This is little far reaching.  We can likely import far more potent folks from overseas from different other places on this planet.   Nevertheless, the main issue is that OP needs to understand this process better and then act upon it.
