solo parent ID???

I find something odd about solo parent ID for my stepdaughter who is single with a minor child. She went to DFA and applys for passport so they need BOTH her and the child for passports as REQUIRED without solo parent ID. The child is not going anywhere anyways so they asked for solo parent ID. Isn't that something fishy here? I will go ahead and have my stepdaughter go apply ID for their sake! LOL
