Anyone run into this issue before?

A close buddy of mine file his K1 Fiance Petition in Jan 2016. He did received his NOA1. Other than that his case never got any RFE.

And USCIS never notified him whether his case was approve or denied. He did called USCIS but they won't give him a clear answer. (They told hiim to wait for a respons :( )

But on Feb 2018 his case status change to 

 

On February 8, 2018, we received your Form I-129F, Petition for Alien Fiancé(e), Receipt Number WACXXXXXXXXXX, at your local office.

 

Anyone have any input or know why USCIS is doing this?

When I file my K1 Petition back in 2014 I never run into this issue.
