When is I-134 needed during K1 Process?

Does the petitioner need to submit to a USCIS office? or just simply complete the form and all its requirements?

• thats what I am asking, does it need to be approved by a USCIS office? before it can be used? 
  does it needs to be approved by the embassy? before it can be used as evidence of support? Or do we just fill it out straightforward, sign it, provide the requirements and that's it?

It depends on which Embassy/Consulate

 

Some don't require it

USCIS does not look at the I-134. The I-134 is presented at the interview (if necessary).
