Actually, there's no such thing as Packet 3. USE sometimes sends pre-appointment letter to the beneficiary and it is mistaken as Packet 3, but for real, it is not it. As for the Packet 4, it is usually sent out 1-2 months before the interview date. But in my case, I think it's taking so long for them to deliver it (God knows why)

It took our petition (from the Philippines) 101 days from the NSC transferred to the CSC.

Uhm, if your petition already got approval (it's time to start gathering documents you will be needing for your interview), your case will be forwarded to NVC. NVC will assign a MLA case number for you and they will forward your packet to USE Manila. USE Manila will give you your medical and interview dates, also they'll send your packets 3 & 4 (meds and interview usually takes 3months or so from the time USE received it from the NVC). When your interview and medical goes well, it will be the right time to prepare packing your things, book your flight and fly.
