Visa Refused - Conviction on Crime Involving Moral Torpitude

So, my father was refused of a us visa because he was convicted of crime involving moral torpitude. Can we still apply for a waiver? We are very confused, we need help.

What type of visa did he apply for?

At the end of the interview, did the CO recommend him for a waiver or give him any information on whether he would be eligible for a waiver?

Does the father have a qualifying spouse, child, or fiance who is either a United States citizen, US Legal Permanent Residence, or immigrant visa holder that would result in that person experiencing extreme hardship as a result of the father not being allowed entry into the US?  (Note:  being separated from your father, and any emotional experience surrounding that, is not seen as "extreme hardship")

 

Also depends on the crime committed sometimes, if a waiver will be more likely to be approved, even with a qualifying relative.
