K1 Visa for those with a Syrian Passport

Hello, I submitted my papers in November and have been waiting for a response. I have a friend who submitted hers October 2nd and still hasn't heard anything. 

She completed her forms through a lawyer that is now telling her the U.S. is no longer excepting those applying with a Syrian passport. Is this true? Should I expect to wait at least another year?

My fiance currently lives in Lebanon and we were hoping to hear sometime soon. Any input would be appreciated, thank you.

This has been discussed a bit here recently in part with the travel ban. As far as I am aware there are "waivers" or exceptions but very few are approved.
