is it the same thing if my fiancee's best friend will marry us, since his best friend has a license to practice as solemning officer. Yes, we are just planning to have a civil wedding in the City Hall. And i heard that there are also some wedding agency that can provide you a simple civil wedding on a full package in a small amount which includes solemnizing officer, photographer, and boutonniere or corsage.

As long as they can comply with the laws/ guidelines set by SF for the ceremony then you should be fine. You might want to email SF county to check because from what I understand they may only accept someone that is deputized in SF for a SF marriage license/ certificate http://sfgov.org/countyclerk/deputy-marriage-commissioner-day

yep, some companies/parties do offer the services! :) If you’re fine with the prices they offer and as long as they can provide proof your marriage will be legal, you can consider those too :)
