You are required to fill I-864 along with your mother as a joint sponsor. If you parents file taxes jointly, your father is required to fill I-864A.

So is that mean my mom will be my joint sponsor and she has fill I-864 right not I-864A and right now my dad does not have any job so he can not able to sponsor at all.

My confusion is in this situation when my mom is earning only $18000/year and she has cash $75000 in her bank account from more then 2 years is she qualify to sponsor or i need someone else to sponsor.

She is technically qualified but your father will still need to provide the I-864a.

Start by studying the I-864 instructions.  Why did your parents not submit a joint tax return for 2017?  How about 2016 and 2015?
