if so yes, wherever the interview is doesn’t matter, police certification is necessary.

The letter I received from the embassy says that I must have the interview before the petition expires, which is June 13. It said petitions are only valid for 4 months. It was approved on March 28, so I don't understand why it expires in less than 3 months. If it required 2 months for the transfer, the petition will probably expire before I could have an interview.

They created a profile for me, and said instructions would be emailed to me within 3 days. Hopefully this is the correct thing to do. I have been unable to figure out who to contact (by email or phone) at the Nicaraguan embassy.

The timeline to transfer a case depends on the consulates involved. For me, it added about 2 weeks last year. YMMV. It certainly cane take a month or 2, but I think that is on the longer side of things IMHO.

 

The approved petition is initially valid for 4 months. The embassy/consulate will extend this if the case is still being worked on. You can contact them to confirm as well, but a petition expiring when you aren't just sitting on it for very long periods of time is not the norm,

It took two months for me but it might be faster for you. 

 

Have you tried email? It might work better.

you can email them via the traveldocs website. Getting a hold of anyone there via phone is a pain in the patooty.

Yes she needs from every country she lived longer than 6 months since age of 16. I would get it before leaving the country just in case if that won’t be a problem with her situation.

Yes, this is correct. She has already obtained the police report from Costa Rica. Obtaining it cost $50, and required all day, visiting 3 different government offices in San Jose.

The police report is only valid for 2 or 3 months. She will obtain a fresh one immediately before leaving Costa Rica, since the process has become delayed.

Everyone,

 

I am still unable to get a response from the embassy in Nicaragua. I have sent emails to two different email addresses at the embassy. I received only an automated response from one of these. It just gives you links to various pages on their website. I have called several phone numbers at the embassy. Humans answered at two of these numbers, but they would not speak to me, they just hung up on me.

 

There is an online help chat service (from one of the links in the automated response email). I tried this. It said that someone would be with me momentarily. I waited 5 hours. Nothing.

 

I have spoken with the NVC. They confirmed that they made a mistake and sent the petition to the wrong country. The woman on the phone apologized, but said she could not do anything to help. She confirmed that the Nicaraguan embassy must initiate the transfer, and that my fiancee must return to Nicaragua for the interview, due to her circumstance. She also gave me the exact same phone numbers and email address for the embassy that I had already tried.

 

So my question is this - What do I do now? I am 100% certain that the necessary action is to contact the Nicaraguan embassy and request the transfer. But they refuse to respond or help or even speak to me. In contrast, the Costa Rican embassy responded immediately and confirmed the necessary action.

Yes, I emailed them at BOTH of those addresses. The second address got me the automated response, and listed the other email address.

 

I just thought of a possible solution, since the Nicaraguan embassy seems unwilling to do anything. I will ask my fiancee to move to Panama, where she will have a stamp on her passport valid for 90 days. Then she will qualify to have the interview at the embassy in Panama. Chances are good that the embassy staff there will be willing to do their jobs...

The requirement to interview is legal resident status. I'm assuming she would only be a tourist with a 90 day stamp.

@geowrian is correct.  The consulates that i have researched specifically ask the interviewee to show his/her legal resident card, work permit, asylum papers, etc.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Dang! I thought I had come up with the perfect solution.

 

My fiancée has also sent emails to the Nicaraguan embassy. She received the following email, which states that the case is closed because a resolution has already been provided. It said to check the email account for the resolution. Unfortunately, neither of us has received any other emails. What does this mean? We have not been provided with any resolution or other information.

 

Dear  XXXXX

Thank you for writing to the United States Visa Information Service.

We understand that you have problems with the request letter regarding your appointment.

In response to your inquiry, we inform you that a resolution was provided by means of case number "Case-2018- XXXXXXX". We ask you to check your email account to review that answer. This case will be closed as a matter that has already been resolved.
