Hi. I am of dual citizenship USA and Philippines. I was born in the Philippines but raised in the US. I became a US citizen by naturalization.

I plan on getting married to my philippine citizen boyfriend. I have read that one of the requirements to do so is to get the “Capacity to contract marriage” paper. Do I still need to get one even though I am a philippine citizen? Will it affect the process to petition him if I don’t get that paper? Pls help!

The "paper" is for Philippines marriage license.  The US Embassy could care less about this piece of paper.  With that said, I would simply get CENOMARs for the both of you, get the license and get married

YMMV
