From the little bit of googling I did.I think you are out of luck.

Dealers are not required by federal law to give used car buyers a three-day right to cancel. In some states, dealers are required to give a right to cancel. In other states, the right to return the car in a few days for a refund exists only if the dealer chooses to offer this privilege.

No, your friend is stuck with the vehicle as of right now. I know some states like NC have a 3 day/300 mile lemon law but to just return it because of no mechanical issues he is out of luck.

Is there anything WRONG with it or did he just change his mind? I purchased a car (used) that had a significant amount of things wrong with it and ended up hiring a consumer lawyer - cost me $1500 and about 6 months of payments but I eventually got out of the loan. However, there were significant issues - the car was not driveable.
