12/15/2017 (Friday) I-130 & I-130A were sent to USCIS Phoenix Lockbox by FedEx (overnight)

12/16/2017 (Saturday) I-130 & I-130A were delivered to USCIS Phoenix Lockbox (signed by J. Lopez)

12/18/2017 (Monday) PRIORITY DATE

12/20/2017 (Wednesday) Received text and email that my case has been accepted and routed to the USCIS Texas Service Center for processing

12/21/2017 (Thursday) Check was cashed. NOA-1 (I-797C) was sent to me by USCIS via USPS.

12/26/2017 (Tuesday) NOA-1 (I-797C) was received.

06/07/2018 (Thursday) NOA-2 was APPROVED. 172 days.

06/11/2018 (Monday) NOA-2 was delivered by USPS to my home address.

06/22/2018 (Friday) Our case was sent to the U.S. Department of State (DOS) for visa processing (NVC)

07/27/2018 (Friday) NVC welcome letter with Case number and Invoice ID number was received by email. (51 days from NOA 2 and 225 days total)

07/27/2018-07/31/2018 NVC website was down

07/31/2018 Fees paid.

08/08/2018 ALL forms and documents were submitted (uploaded) to NVC website.

08/14/2018 CASE COMPLETED (DOCUMENTARILY QUALIFIED)

09/19/2018 Got email with VISA INTERVIEW DATE

My assumption is that there is a lot more to this, there often is,.

Someone mentioned the distance to the sponsor could be a red flag, I agree. Not only because you have no idea how far away it is but it may be a possibility that the CO might feel that "okay, there's a big distance between the sponsor and the petitioner, has the sponsor been properly informed about his responsibilities?"

 

OP is the sponsor a friend/family of you or your wife?

OP said is was a friend of his, also for those not familiar the requirements of the I 864 are :

 

What is a Joint Sponsor? If the person who is seeking the immigration of one or more of his or her relatives cannot meet the income requirements, a joint sponsor who can meet the requirements may submit Form I-864 to sponsor all or some of the family members. A joint sponsor can be any U.S. citizen, lawful permanent resident, or U.S. national who is at least 18 years of age, domiciled in the United States, or its territories or possessions, and willing to be held jointly liable with the petitioner for the support of the intending immigrant. A joint sponsor does not have to be related to the petitioning sponsor or the intending immigrant.

His wife is in Mississippi that is where he needs a cosponsor from

and what i see here is a warning that he is looking for 2 women to sponsor meaning he has been talking to 2 at the same time / might be wrong but he uses "she " when talking about cossponsor

Rules and regulations differ from state to state so that might be the issue. For example, if the beneficiary applies for food stamps in a state other than Joint Sponsor’s state, it might get complicated.

 

However, we all know rules regarding joint sponsor requirements doesn’t mention anything about joint sponsor required to be in the same state as the petitioner.

 

But if the petitioner doesn’t know the distance to his joint sponsors location, It seems like a red flag to me. Which means they never met. To me it was a  legit question.

 

I have friends in Texas, Portland, Sweden, and I know the distance, which means I know the person very well.

I assume they met before he moved to the US.

 

There is no requirement to know the Joint Sponsor, actually there is no need for the Joint Sponsor to be resident in the US, just have a US Domicile.

In my opinion you need to provide more information if you want to get help here. Who is your wife? "I tell him" does she have children? "I tell him". These are important factors. You listed a very low relative income (Average approx $40k per year) over the last 3 years. Even so a shrewd reviewing officer will have no reason to think that her income will not return to the $28k she made last year. Does she have children? If so, that number must support her, the number of kids plus you. His main job is to evaluate whether there is a suitable financial condition to support you when you arrive. If you have to get a second sponsor thats a red flag. If you don't know much about/have great information on the co sponsor thats another. You mentioned that it was the JOINT sponsor who made an average of $40k. Does your wife work? How much has she made over the last 3 years? Does she or her children receive public funds currently? If someone in NYC is able to provide financial assistance are they already doing so for your wife and her children if any? So many questions to answer here for a good answer.

One issue is what type of job that the joint sponsor have. It seems odd that one year this person makes 59K and the year before he makes 28K. If he does not have a full-time job and is, let's say, self employed, he could very well make 21K next year which would be below what he needs to be making to be a sponsor.

Correct. But I think the OP should have answered the distance question, unless there’s more to the story.

Good point. Stable income is the key.

This is not about the money that co-sponsors have had,the co-sponsor money is enough  and he can sponsor without any questions because he got enough. $59,000 + can sponsored 7 people.For example the sponsor have a wife and  2 children that means they are 4 people still the sponsor can sponsor 3 people.I live in New York city, my income was $46,000+ in 2016, we are 4 people and last year I sponsored my friend  his son to come over to US when my friend  don't have enough to sponsored his son. The problem is the distance not about the co- sponsor income because the COs want someone who close to you in the state and or the city where you live  for your sponsorship.
