Hi guys I received this notice in the mail. 

 

we have completed a preliminary review of the application or petition as a part of processing we transferred your case to the uscis office listed below that has the jurisdiction over your case. that office will notify you in writing when they make a decision on your case or if they need additional information. the case got transferred to the Texas service center. from California.

 

Can anyone help explain to me what does this mean? and do I need to hire an lawyer? Thanks in advance!

They just transferred your case from California to Texas. Many filers have received that. In my opinion you do not need a lawyer as you do not need to do anything on your end yet.
