Can your aunt take care of him or adopt him? Since she is the one living in the Philippines and in charge of the kid now. I mean he is only 4 years away from being an 18 year old adult. And where is your sister, the mother of the child? Is she alive?

Sounds like OP's brother might be the biological parent, who, although an alcoholic, seems to be present within the extended family.
