Approved on a low income?

Hello! I really hope there's somebody who can help..

I have my interview on May 10th, and my fiancée and I are gathering documents to present there, including a year of bank statements, 2017 tax forms, employment letter and pay stubs. We are worried that we could be denied for insufficient income, because my fiancée only earned about $3,000 over the 125% poverty line for our state. She earned 23,300 for 2017. 
We can't find a co-sponsor to assist us. 
We emailed the Moscow embassy for advice and they said there isn't a specific income requirement for the K-1 visa, "and the officer will have to determine at the time of the interview", which confused us. 

Is there anyone else who has been approved or will be presenting their documents without a sponsor and on a low income?

The CO makes a decision on the public charge concern based upon the totality of the circumstances. There is no level of income that will guarantee approval (although some countries are more strict than others).
