Insurance is not going to pay for services received before she was covered by their plan.  Did you happen to purchase travel insurance for the period between the time they started their travels until they had re3gular insurance?  These generally will not cover treatment for preexisting conditions but will cover for emergencies.

OP, I'm feeling very sorry for you.  12 days in the hospital without insurance is going to cost you a freaking fortune. 

 

Others take note and prepare accordingly.

We did that but it didn't pay anything for us and we did not have the cheapest one.

 

My son ended up with an ambulance to ER on our second day here. ended up paying $7,000 for that one. That sucked but luckily he was okay.

Sounds like the issue here is that they immigrated, were not travelling.

Many legal residents do not have SSNs, such as H and O dependents without EADs, yet all get medical insurance. As others have said, kick the issue up the hierarchy in your medical insurance company until you can find someone who knows what to do without a SSN.

For those who don't know or are confused about the subject:

 

Don't care what HR says.

Don't care what insurance agent says.

Don't even care what the ACA phone agent says (because whatever they tell you isn't what it says in the LAW or in their field guide instructions).

 

The LAW says you don't need an SSN to obtain health insurance and by denying insurance based on this reason, they are not in compliance with the law or via their own ignorance. The only person who may demand the SSN directly is the IRS itself or other government agency, IF they request it from you directly. The insurer may enter in all zeroes for all they care. The 1095-B (or C) is a form given to you by the insurer around tax time or at the end of the year. It's a form to present to the IRS or include with your taxes, but only IF they ask (have they ever?). Ask yourself if your CPA or if your e-filing program demanded you send in proof of insurance other than checking a box (yes or no). It furthermore doesn't apply to those that are not bona fide residents, either.

 

You are going to have to kick this up the chain high and hard I'm afraid. I'm very sorry about your child and hope they will get better. At this point I don't think the insurance will cover anything retroactively though, you'll still be on the hook for that.

I assumed there are 2 issues, the current Hospital situation and future Health Insurance.

 

Nobody can really help about the current Hospital situation, well get the best deal possible. Begs the question to what extent the OP can be held liable for the costs, not much point suing the child.
