NO.  Your question indicates you are not reading the questions carefully and answering accurately.  Provide all the information.  Then, if you choose to supply only one actual copy of a tax return, fine.  It is not optional to provide the information.

income for 2017 is more than poverty guideline but for 2016 and 2015 its lower than poverty guideline. Would it effect ?

They will consider the totality of circumstances.  It's a judgment call.  However, barely meeting the minimum for just one year is a good reason to have a qualified joint sponsor lined up who has a plausible reason for wanting to sponsor your spouse.
