This is becoming a regular feature of this forum - USCs who can't afford tickets for their Filipina fiancées:

How is he going to feed and house the two of you for months until you can work if he can't even afford a few hundred for a plane ticket? Or can't you buy your own ticket? Maybe he will need to move to the Philippines where at least you can work.

i read also the case of the girl and its different we love each other very much, going to Us is not an issue here it is to be with him,coz he cant be here without a jon thats why he wanted me to get there..and we never decided to end up our relationship just becoz he cant afford to buy a ticket we are just worried about if we can have a chance to reaaply again and still have a high approval rate without a bad record to the us immigration thats it..we can still wait..if that what we can do as long as our love is real, and i just want to clarify thing my fiance is not rich he just have a very big heart and he is a really a good man..

Your fiance can still petition a new K1 for you. You have to go thru the same process you went thru last time including forms, evidences. Now that it’s a new K1 petition, probably it’s also required that you two have met within 2 years of this yet to file new K1 petition date.  Not sure if IMBRA waiver is required for the same beneficiary, but it’s better to include a statement by your fiance with i129f submission mentioning the reason for the new K1 while requesting IMBRA waiver. During your interview, if asked you can be honest about why you didn’t join him last time and  why you are pursuing k1 again.

Approval seems likely but nothing is granted for sure.

A multiple filer waiver is NOT required for a second filing for the SAME beneficiary

The I-129F instructions make no distinction on a new beneficiary or the same:

"Multiple Filer Waiver Request. You must request a waiver of the International Marriage Broker Regulation Act (IMBRA) filing limitations if:

...

2. You are filing this petition on behalf of your fiancé(e), you have previously had a Form I-129F approved, and less than two years have passed since the filing date of your previously approved petition"

If you file a new I-129F within 2 years of approval of the previous I-129F, then you would request a waiver at the time you file the new petition. The waiver is not an actual form here...it's marking the option on the I-129F and providing a signed paper requesting the waiver (and generally explaining why you want it and are qualified).

If you already filed the form and a waiver was required but not provided, then they may request one via an RFE or NOID.

If you file 2 or more years after the approval of the previous I-129F, and never filed an  I-129F before, then no waiver is necessary. There is no time limit to file the waiver as it is filed along with the petition itself.

You don’t need to wait 2 years to re file the new K1. You two can go for it ASAP as long as it hasn’t been more than 2 years you two have personally met.

Or don't want someone to come so they tell them they don't have the money.   Tickets are fairly cheap from Manila to USA easily can find a round trip or one way for less than $1000.

When I see stories like this, this is my first thought

Just when you think you have TDS eradicate,  a new case shows up.
