They have all the previous record on old registers. They see in it and then enter it into computer and then issue a computerized BC. 

What happens usually is that they dont have record or there is some mistake in name etc.. Then they ll ask for bribe. Then it ll depend on your links and negotiation skills. They can take 5 thousand to 30 thousand for 1 BC. Which does not have old record.

NICOP or CNIC have nothing to do with BC.

Oh ok. I was able to get the NADRA based from the UC. I used Mamoo In Pakistan services to get it mailed to USA. Also, I had the 'Normal Entry' in it. USCIS did accept it.
