I hope its resolved now?. I got my birth certificate made quite recently. Let me know if you want to know the procedure.

I got it from local union council where birth was registered

Yes, physically travelled there wasted one day, they had old old registers, they looked at records, and found it and issued a new birthcertificate which is in urdu and english, needed id card and pare

You can also submit a Matric certificate along with the birth certificate, as it has the name, father's name, and date of birth.  No harm in submitting both.
