It's normal if you are not home to receive but and it would be returned. It also may be sitting at your local 2go office. Call them to see or make arrangements. They will need to see your ID so have it available. If you are not home for deliver someone in your house can accept it on your behalf. Prepare permission doc and copy of ID giving permission for 2go to leave your visa. I think the message was intended to let you know they would be delivering your visa today.

My Father received a text from 2GO express yesterday that they'd deliver the visa, but it didn't arrive. Is this normal? TIA

I'm a little too excited here.

Normally they do make the delivery the same day.   Is your father's home an easy to find address?  If not it might help to contact 2GO.     If nothing else it might be possible to retrieve the package from the local 2GO office.

2GO will  hold the visa package for up to 7 days before return it to the embassy.
