Priority date (both): 11/14/2016

NOA (both): 02/06/2018

Welcome letter (son #1): 3/27/2018. AOS and IV fees paid in full and in process.

Welcome letter (son #2): pending for CSPA

I filed form i-130 for my twin sons back in 2016 and received NOA for both of them on 02/06/2018. I received welcome letter for one of them last week on 3/27/2018, and he was approved for F2A under CSPA. The other son's application is still under review for CSPA.

My question is, is it common for NVC to take awhile to process both cases at different time, even though they were sent to NVC at the same time, and their case number was only 3 apart (one ends in 19 and the other ends in 21).
Also, is there a way for me to expedite the CSPA review process? I'm thinking of hiring an immigration attorney, will that helps his case? My worst fear is only one of my son get visa while the other one took so long he eventually aged out and had to wait longer.

Any inputs will be appreciated.
