Application Type: I130, PETITION FOR ALIEN RELATIVE 

Your Case Status: Post Decision Activity 

On April 3, 2018, we sent your case, Receipt Number (for privacy), to the Department of State for visa processing. You can find general information on Consular Processing by visiting our website at www.uscis.gov . The website will provide information on what to do next, who to contact, and how to inform us of any changes in your situation or address. 

For approved applications/petitions, post-decision activity may include USCIS sending notification of the approved application/petition to the National Visa Center or the Department of State. For denied applications/petitions, post-decision activity may include the processing of an appeal and/or motions to reopen or reconsider and revocations.

I'm no expert since I'm still waiting for mine.  But that appears to be the coveted NOA2 email or at least a variation thereof.

Old threads with similar questions seem to confirm that guess.  You are on your way to NVC stage.

OMG you guys. im so excited to call the immigration tomorrow. it’s 10pm in HI right now. im already claiming this as good news. me and my husband’s been praying patiently for this 😭☺️ thanks yall 💕

You don't call "immigration" and there's no reason to call tomorrow.  Your petition has been approved.  Have your spouse get their police report and start studying  the NVC wiki here.
